Please forward this message to all TRIO Personnel in your state.

It is imperative that we continue to contact members of Congress who have not signed the Cole/Payne letter opposing the "Novice Provision" in the TRIO authorization (HR 609), which reauthorizes the Higher Education Act. The "Novice Provision" remained in the bill when HEA was marked up in subcommittee. If the "Novice Provision" were in effect in the upcoming TRIO Talent Search/EOC competition, $83 million (43%) would be reserved for new applicants.

The following congressmen from the ASPIRE Region have not signed the Cole/Payne letter.
