Subject: Senate HELP Committee Marks Up HEA Bill

Today, the Senate Committee on Health, Education, Labor and Pensions (HELP) is expected to mark up its version of the reauthorization of the Higher Education Act, S. 1614. The bill does not include the Foxx amendment language, a 10 percent set aside for novice applicants, or other changes the TRIO community does not support in the House bill. It is expected the bipartisan bill, introduced by HELP Chairman Mike Enzi (R-WY) and HELP Ranking Member Ted Kennedy (D-MA), will pass easily through the HELP Committee with few, if any, amendments. Although today's passage through the HELP committee clears the bill for the Senate floor, it is expected that with a tight Senate floor schedule, including legislation dealing with the aftermath of Hurricane Katrina and the vacancies of two spots on the Supreme Court, it may be difficult to get floor time for S. 1614. The Council will continue to keep you updated on the status of this legislation.
